REQUIREMENTS of the Eurasian Centre for Accreditation and Quality Assurance in Higher Education and Health Care (ECAQA) for HEIs and medical education organisations to undergo the accreditation process.

An applicant organisation must meet the following requirements when applying for institutional accreditation:

  • The organisation must have a state licence for the right to conduct educational activities according to the level of education (technical and vocational education, secondary education, higher and/or postgraduate education). Exept for Continuing professional development organizations in accordance with paragraph 6 of Article 221 of the Code of the Republic of Kazakhstan “On Public Health and the Healthcare System” dated July 7, 2020, No. 360-VI ZRK. In this case, a certificate of state registration of the organization with the Ministry of Justice of the Republic of Kazakhstan and the organization’s Charter/Regulations are required.   • It is compulsory for an organisation to have a student population in accordance with the level of training of the educational organisation (technical and vocational students, secondary students, bachelors, interns, master's students, PhD students, residents, trainees);
  • The organisation is required to have a website in the Kazakh, Russian and English languages displaying the mission, strategic objectives, plans and results of the main activities, a list of educational services, achievements, and regularly updated information. It is acceptable for CPD organisations to have pages in social networks with information and learning content.

An applicant organisation must meet the following requirements when applying for specialised (programme) accreditation:

  • The organisation must have a state licence and its annexes authorising the organisation to conduct educational activities in general and in relation to the educational programme applied for accreditation. Exept for Continuing professional development organizations in accordance with paragraph 6 of Article 221 of the Code of the Republic of Kazakhstan “On Public Health and the Healthcare System” dated July 7, 2020, No. 360-VI ZRK. In this case, a certificate of state registration of the organization with the Ministry of Justice of the Republic of Kazakhstan and the organization’s Charter/Regulations are required, as well as a list of continuing education programmes and/or a list of courses, activities for non-formal education are required.   • Inclusion of an educational programme in the Register of Educational Programmes in accordance with Order No. 106 of the Minister of Science and Higher Education of the Republic of Kazakhstan dated October 12, 2022 “On the Approval of the Rules for Maintaining the Register of Educational Programmes Implemented by Institutions of Higher and (or) Postgraduate Education, as well as the Grounds for Inclusion in and Exclusion from the Register of Educational Programmes.” Registered with the Ministry of Justice of the Republic of Kazakhstan on October 13, 2022, No. 30139;
  • The organisation is obliged to have students and graduates in the educational programme applied for accreditation and re-accreditation;
  • When accrediting a new educational programme for residency specialties, the requirements of Paragraph 3 of Chapter 1 of Order No. QR DSM-270/2020 of the Minister of Health of the Republic of Kazakhstan, dated December 15, 2020 “On the Approval of Rules for Placing Government Orders, Admitting Students, and Training Medical Personnel in Residency Programmes.” (Registered with the Ministry of Justice of the Republic of Kazakhstan on December 15, 2020, No. 21802), shall be taken into account with respect to the student contingent;
  • When accrediting new bachelor’s, master’s, and doctoral degree programmes, the requirements of paragraph 5-1 of Article 62 of the Law of the Republic of Kazakhstan “On Education” No. 319-III of July 27, 2007, shall be taken into account with respect to the student contingent;
  • The organisation is required to have a website in the Kazakh, Russian and English languages reflecting the information on the educational programme applied for accreditation. It is acceptable for CPD organisations to have pages in social networks with information and learning content. The website and/or social media must include a course schedule and other events and activities.

The ECAQA will review the application within 3 working days.

In response to the application, a commercial (financial) proposal will be sent to the educational institution within 5 working days.
